The purpose of the e-Parliament system is to monitor and support the local government's regulation and decision-making tasks. The system follows the assembly process from the initial drafting of the proposal texts, through their criticism and amendment in technical and legal forums, negotiations in committee meetings and the adoption of opinions, to the decision-making process in the assembly and the finalisation of the resulting legislation. The tasks can be modelled as a single process of complex steps from preparation to implementation. By mapping the related activities in such a process-centric way and by organising the repetitive tasks in a closed loop, full process control can be achieved.
